Against this backdrop, India—by virtue of policy inducements, expanding domestic demand, and accelerated integration with the global system—has become one of the most watched "new manufacturing pivots." But the other side of the coin is that India's rapid EMS growth remains concentrated in low-value-added segments, and its long-term competitiveness is far from secure.
I. Scale Sprint: The Structural Dividends Behind the Numbers
The explosion of India's EMS industry is no accident. From USD 10-12 billion in FY2020 to USD 40-45 billion in FY2025, it achieved nearly fourfold growth in five years. In higher-value areas such as original design manufacturing (ODM/JDM), advanced electronic systems, and precision engineering, India remains in the early exploration stage.
What truly constrains India's climb upward is the structural deficiency of its industrial ecosystem. Industry analysis data shows that as much as 60%-90% of India's electronics manufacturing bill of materials (BOM) relies on imports, covering core components such as semiconductors, displays, PCBs, and passive components. This means that even if finished products are assembled in India, the largest share of value creation is still captured externally. India has yet to form a globally competitive component industry cluster, and its supporting certification infrastructure, logistics efficiency, manufacturing yield, and per-capita output still lag significantly behind mature manufacturing bases such as mainland China and Vietnam.It is precisely for this reason that, although the Indian government has set the ambitious goal of raising domestic value addition to approximately 40% by 2030, achieving this goal, given the current level of industrial cluster development and talent pool, will require a systematic effort far beyond ordinary policy intervention.

From a global perspective, the growth of India's EMS is riding the upswing of supply chain diversification. Geopolitical tensions, escalating trade barriers, and the impact of unexpected events on production continuity have prompted multinational companies to rethink the cost-optimization model of the past three decades. Supply chain strategies are shifting from "just-in-time" to "just-in-case"—that is, placing greater emphasis on resilience, redundancy, and geographic dispersion. Under this logic, India is not merely an alternative option, but an indispensable link in a global multi-hub layout.
But "catching the dividend" and "digesting the dividend" are two different things. Vietnam, Thailand, and Malaysia in Southeast Asia, as well as Mexico in nearshore North America, are all competing for the same wave of relocated production capacity. India's differentiated advantage lies in the scale of its domestic demand and its engineering talent dividend. However, in terms of logistics efficiency, free trade agreement networks, and the depth of supply chain collaboration—on which export-oriented manufacturing depends—India remains less mature than the Southeast Asian countries. Therefore, whether India can quickly close its gaps within the window period will determine the ceiling of its position in the global division of labor.
IV. From Capacity-Driven to Capability-Driven: Action Coordinates for the Next Stage
Industry research has made one judgment clear: the future of India's EMS no longer depends on further capacity expansion, but on whether it can complete the strategic leap from "capacity-driven" to "capability-driven." This is not only a shift in industrial policy, but also a common task for the entire stakeholder community.
For policymakers, the focus should be on the systematic upgrading of foundational elements, including port and land logistics efficiency, an internationally recognized testing and certification system, and targeted incentives for high-value segments, rather than across-the-board subsidies. For domestic EMS enterprises, they need to transform from contract manufacturers that simply take orders into strategic partners with design collaboration, supply chain integration, and lean manufacturing capabilities. This means enterprises need to increase investment in R&D, patents, automation, and digital transformation, and pursue differentiated breakthroughs in sub-sectors such as automotive electronics, industrial systems, and communications infrastructure.
For multinational OEMs, incorporating India into their long-term manufacturing strategy should not be an emergency "backup," but a comprehensive consideration based on localized value addition, supply chain security, and market access. Selecting a few Indian partners with technical capabilities to build deep collaborative relationships may be a more effective path than simply expanding outsourcing.
V. Crossroads: Victory Through Scale, or Through Capability?Over the past five years, India's EMS has proven its ability to "replicate at scale." The test of the next decade will be its ability to "deepen value." In the global electronics manufacturing value chain, the most profitable segments are often not assembly but design, components, system integration, and branding. The manufacturing scale India has accumulated so far is its entry ticket to these high-value domains, but not yet a pass.
Can India break through the "glass ceiling" of dependence on component imports? Can it cultivate local giants capable of competing on equal footing with the world's leading EMS players? Can it establish self-reliant nodes in key areas such as semiconductors and display panels? The answers to these questions will determine India's final coordinates in the global electronics industry—whether it becomes the next world factory or merely exists as a supply chain transit point.
At the current stage, India is at a "critical juncture." The continuity and execution of policies, the vision and willingness of enterprises to invest, and the speed of change in the global industrial landscape will jointly shape the outcome. As industry reports suggest, the next decade is the watershed that decides whether India's electronics manufacturing moves toward "global leadership" or "scale-based assembly." For global investors and corporate decision-makers, understanding the underlying logic of this fork in the road is a key prerequisite for positioning in India.
